This assignment enables you to play a role as an adviser to policymakers. As an expert in entrepreneurship, you have been asked to produce a report that helps foster productive entrepreneurship within a particular entrepreneurial ecosystem.

Briefly explain Productive Entrepreneurship. How is it different to other forms of entrepreneurship?
Briefly explain Entrepreneurial ecosystem (diagram below) & See “The Lineages of the Entrepreneurial Ecosystem Approach” pg 2-3 which discuss how EE approach differs from Regional Development literature and Strategy literature”.
Part I: To assess the selected ecosystem by identifying the main problem(s) entrepreneurs are facing and key constraints at the ecosystem level restricting productive entrepreneurship.
- Use Isenberg, D.J. (2011) Introducing the Entrepreneurship Ecosystem: Four Defining Characteristics. Forbes http://www.forbes.com/sites/danisenberg/2011/05/25/introducing-the-entrepreneurship-ecosystem-four-defining-characteristics/
- Isenberg (2011) lists six distinct domains of the ecosystem: policy, finance, culture, support, human capital and markets. Analyse and evaluate these domains in Hong Kong.
- Which of these six domains are causing problems or constraints to the attainment of Productive Entrepreneurship? Don’t need to discuss all of them, only those that are causing problems and explain how Isenberg define these few domains that you will be discussing.
- In all cases, you should use clear examples to demonstrate the problems/constraints in HK rather than discussing it theoretically. To do this, you will need to read news, report to present statistics of entrepreneurial statistics.
- For instance, you can talk about the current policy in Hong Kong where the Chinese government intervention has made it unfavourable for businesses, but you should explain this in the context of entrepreneurship. How is it inhibiting innovative highly skill entrepreneurs from starting business? These should all be cited properly.
Part II: To propose a strategy to foster productive entrepreneurship in the region.

- Refer and adapt relevant information from Stam, E., 2014. The Dutch entrepreneurial ecosystem. Available at SSRN 2473475. (Uploaded)
- Stam (2014) discuss how Netherlands had developed strategies for entrepreneurial ecosystem. You can evaluate whether these are appropriate for Hong Kong’s condition.
- You can also research other academic papers or industry report to talk about what strategies can be suitable to overcome the problems in part I.

The report should be placed in context providing a brief description of the region’s ecosystem and surrounding economic, political, and social circumstances. You are expected to draw upon relevant theories, concepts, data sources, techniques and tools studied in the module, demonstrating a sound application of these learning aspects.
