Once the needs of the different communal groups are determined and communicated effectively, it becomes easier to map the best measures to deal with emergencies in case they occur. Nevertheless, the concept might be a bit complex in some instances to the extent of inviting the Defense Support to Civil Authorities, DSCA to help in managing outbreaks. Involving DSCA might complicate the process sometimes because these are security personnel and may lack the necessary information on societal needs. This may prolong the time taken to curb the issue, increasing the instances of the severity not unless the problem is security-based. Therefore, it is better to suggest that the emergency management department reduce these complexities by involving the DSCA in the Whole Community approach at every phase. This would enhance the flexibility of dealing with catastrophic matters in society because the concerned emergencies will have a common understanding of the situation.
