The illicit trade in the European Union is an increasingly complex and global phenomenon. It causes losses to the budgets of the EU and the Member States.  If we take the example of illicit trade in tobacco products, it fuels the shadow economy, triggers organised cross-border crime and undermines health policy initiatives aimed at reducing the consumption of tobacco products.
